Prisoner numbers had almost doubled since the 1990s as a result of tougher sentencing, but prison places had not kept pace, leaving the government to stuff about 85,000 people into buildings originally designed to hold about 65,000. The rest of the prison system in England and Wales was spiralling into crisis. The two men knew that a lot was riding on HMP Berwyn.
